you the scene. you can see a debris truck. it's a delivery truck, it apparent has crashed into this silver honda. police just told me minutes ago that the driver of the truck told him that his brakes had failed. he het the silver car. it set off a chain reaction. we got eight, possibly nine different cars involved. four people have been sent to the hospital. police are telling us they don't believe that those injuries are life-threatening. the whole area is sold off. it will probably be several hours before they are gonna have all of this cleaned up -- cleaned up and ready for traffic. people are being detoured. we want to bring in a person involved in that accident. with me is shelton mcclendan. could you tell us what happened? >> basically, i just got off

take every other friday off. the governor says state law implies this power during tough days. >> you can achieve it different ways. but what you can do -- you cannot do furloughs which are prohibited by the government code. >> this stems from his implied and inherent powers of the state of california -- >> the court has until december 9th to issue a ruling. lines were long today at the dmv in east oakland where employees say furloughs have made things busier on the days the department is opened. the furloughs saved the state about 137 million a month. they also put workers and californians seeking state services in a tough spot. >> it's really impacting. we're having trouble figuring out if we can stay in the house. >> at the same time, people

come and demand service from us and they complain that we cannot provide maybe service as much as we should have. >> state offices will be closed this friday. can you watch more of today acalifornia supreme court hearing on furlough fridaying on the website at ktvu.com. the governor met with legislative leaders today to try to close the state's $19 billion shortfall. the big five met behind closed doors this afternoon. ktvu has learned negotiations will continue through teleconference while the governor is away on a preplanned overseas trip. some democrats say they are appalled that the governor is leaving the state without a budget in place. but republicans say democrats are the ones stalling. earlier today, the governor toured the madal technology group in anticipation of his six-day trade mission in asia. the governor wants to expand trading with asia, something he says election help the economy

grow here in california. >> trade creates one out of seven jobs in california. we export more than 120 billion worth of goods to 20 -- 220 markets worldwide yearly. a livermore man accused of stabbing his teenage the son and wife during a weekend fishing trip was arraigned on felony charges today. gary gomez is facing charges of assault with a deadly weapon and corporal punishment of a spouse. both charges carry an enhancement for using a knife. the academy county sheriff's department says gomez stabbed his 14-year-old son 11 time acs and his wife once during an argument on sunday night. he's being held on 160,000 bail. a permit hearing in san francisco decide the fate of the only gun store in the city. opponents have been fighting to

have the gun store open saying they don't want this store near their homes and schools. david stevenson has more on the hearing. >> reporter: well, san francisco planning commissioners say the city's only gun store must meet certain conditions before it can reopen. >> i'm just happy we're able to have a due process. >> reporter: gun cases have been empty since the permit expireed. some residents called for it to close permanently. >> i think they are concerned that it's under the table. again, it's impossible. i would be in prison faster faster than a criminal would. >> a store selling firearms and accessories yards nothing to the vibrancy this street that we worked so hard to create. >> reporter: opponent -- opponents in a hearing said the

francisco, david stevenson, ktvu channel 2 news. a florida minister's plan for a koran-burning event on september 11th is getting a strong reaction in the bay area. today leaders from different faiths held a combination prayer service and news conference in palo alto. they announced plans for a counter demonstration in san jose on friday. the event at the county governor center will showcase positive relationships with the community and encourage them to go beyond tolerance. >> go inside, meet the people, talk to muslims. find out they are not that different. they are probably even their doctors or coworkers. >> organizers point out there are extremists who exisin all religions and they want to show people most muslims do not identify with those muslim extremists. sink -- environmentalists are sounding an alarm about chevron and say the oil giant is going to circumvent contract

very steve offramp. from what we understand the driver said he lost his brakes. you see the result there. several cars crashed right -- what's remarkable, we go to the camera live on the scene, no one was killed. if you go up and look at the car fit hirst -- hit first by the truck, it's really remarkable that that driver was not seriously injured. we know that one person has been taken to the hospital but from what we understand from police, the injuries are not life-threatening. you can only imagine, though, had there been people in the backseat of that car, we might be talking about some fatalities here. again, really remarkable that no one was killed. we do have some new information. we just talked to the highway patrol and they tell us that this exit is going to be closed until at least 9:00 tonight. if you are not familiar with this area, just to give you some perspective, it's about one block from the grand lake

theater. again, just the headline at this hour, the grand avenue exit off 580 east, closed until 9:00 tonight because of this chain-reaction accident that's sent at least one person to the hospital -- to the hospital but from what we understand, no fatalities. b.a.r.t.'s plan to build a connector to the airport was voted on and 6-2 voted to provide the funding for the $484 million project. critics say the idea is too costly. but b.a.r.t. says the convenience outweighs the price tag. >> we have to be forethinking. 20 years from now, this is gonna look like it was a bargain and it's certainly gonna feel priceless when you are trying to rush too that flight. >> if the california transportation commission approves it late ther month, construction could begin in six months. bay area water experts warn

we're almost certain to face water worries. they said proposals for major dams and water areas -- [ inaudible ] >> reservoirs today are near normal. some people frankly, indifferent. water conservation, i have not thought about that very much. >> but experts say water supplies are uncertain. analysts compared california to a leaky bucket. the smartest thing to do and the most efficient and effective thing to do is to plug the leak. the pacific institute urged spending money on toilets, faucets and replaces some lawns with drought tolerant plans. we can save water, energy and money. >> this new analysis suggests that building new reservoirs and the state has two big

unones planned would be a waste of billions of dollars and not in the public's best interest. >> the sites available will provide less water, will be more expensive and have a greater environmental impact. >> reporter: but east bay mud and other water agencies say conserving water awon't do it. >> reporter: east bay m.u.d. says it still may extend party reservoir, continue to charge more when people use less. >> everybody pays a little bit more in dry years when they conserve because -- because there's less water. >> reporter: payers say -- >> i think we should be rewarded for trying to save water and not have our rates raised. >> reporter: an $11 billion bond construction bond goes

before voters in two years. john fouler, ktvu channel 2 news. authorities are searching for a man who they believe is behind a massive marijuana- growing operation in the east bay. authorities raided that farm today, following a three-week investigation. it was operated in the los palma regional park between moraga and san ramon. now, investigators say nearly 2,000 plants with a street value of about $250 million were seized. police arrested one of two men. investigators say they waited for last week heatwave to subside before making their move this morning. on to the weather, bill, i'm just kind of peeking at the map with all of the green. it's so unusual to see rain this time. >> it really is. this is the first time the stormtracker has been lit you. two live radar sweeps move through the area. no real shower activity in our area but here's something we haven't seen in a while and that's actually rain falling in

northern california. i will back it down a little bit. i will pull off one of the radar radars. talking about water concerns and certainly being some of the first showers this season. it is a fall weather pattern. that means tomorrow morning your lows will be about as cool as they have been in a while. these aren't freezing but when you wake up in fairfield at 49 or concord at 52, the kids are heading off to school and they will want jackets. it's pretty chilly. the low is starting to move away. as it does, we'll start to warm up. tomorrow will be another mild day. temperatures will come up a few degrees but the low is moving off. we'll see more sunshine tomorrow and generally a warmer day than today. but not a lot. i'm talking upper 60s, low 70s, maybe some mid-70s, in the hot spots. forecast highs in the hottest spots in the valley, we're just

talking about low os. temperatures gradually trend up from there. as you move through the bay upper 50s, low 60s. then you are get up the hill and you will see temperatures role in the 70s. what you are looking at are some of the mild temperatures we're expecting in the inland bay valleys tomorrow. we're talking about some cooler weather, gradual warming with time here and just daytime highs that are -- instead of 90s who i you might expect this time of year just in the low 80s, mid-80s for the bay area weekend. fire danger goes away almost with this kind of pattern. air quality has been really good. up at ben low fund we got a report of .15 of rain. it was actually rain. so the santa cruz mountains got rain. most of it was drizzle. we can't to show you right now, more live pictures in the east bay here of a develong situation involving a dump

truck that went out of control around 5:30 this evening, slammed into several cars all occurring around the macarthur/grand avenue offramp on 580. police are investigating what happened. we're told no hankor injuries falling this dump dumb crash. we just learned the 580 will remain shut down until at least 9:00 tonight. we'll don't to follow what happens here and let you know. could the key to winning in north -- in sports be what your child drinks. >> we'll tell you what may be giving some young sports team a competitive edge.
